Important goals of preschool programs are to help children acquire social skills and learning-related skills guiding them toward healthier development and giving them the tools they need before school entry.

The department is charged with the responsibility of development, interpretation and reviewing of inclusive curricula and instructional support materials, providing teacher support programmes and providing guidance on assessment at pre-Primary and Primary education level.
The curriculum is based on the developmental needs of the children. We emphasize that development is a product of both heredity and environment. While heredity pre-determines the genetic potential, the environment provides the various inputs needed for the child to archieve the genetic potential.
